SPIL, Mumbai invites participation of Law Schools across Mumbai for the Treaty Appreciation Competition © – Mumbai, 2024, scheduled to be held on 28 th November 2024 in an offline mode at Government Law College, Mumbai. The Competition is being held in furtherance of SPIL, Mumbai’s initiative to bring to the legal fraternity a fresh approach to problem analysis and crisis resolution in International Law.
The Treaty Appreciation Competition©, Mumbai 2024 is modelled on the procedures of various international bodies entrusted with the task of evaluating and appraising the legality, consistency and rationality of treaties, codifications and other legislative documents. The Competition Module for this year revolves around the Aarhus Convention.

Lokmanya Bal Gangadhar Tilak was an alumnus of this institution.The former President of India, Smt. Pratibha Devisingh Patil also received her legal education from Government Law College.
The College also boasts of a history of an illustrious faculty including the First Chief Justice of the Hon’ble High Court of Bombay – Shri. M.C. Chagla, Shri. Badruddin Tyebji, Shri. G.S. Rao, Shri. About SPIL, Mumbai
In an increasingly integrated world, with growing transnational interactions, the significance of international law has never been greater. International events have come to dominate the domestic landscape. In order to understand the tumultuous nature of international relations and to promote a greater awareness and understanding of international law, the students at Government Law College, Mumbai formed Students for the Promotion of International Law, Mumbai (SPIL, Mumbai) in the year 2009.
We at SPIL, Mumbai, strive towards taking legal studies to an empirical level and promoting law as an area of enquiry and study far beyond the realms of classrooms. We as a student- based organisation, seek to encourage communication and cooperation among students and lawyers internationally. SPIL Mumbai relentlessly strives to provide greater opportunities for comprehensive studies of international cultures and legal systems, to facilitate global interactions and to publicise educational and career opportunities in international law.
Additionally, SPIL has successfully organised several events, including a lecture on the Importance of International Law by the Consulate General of Malaysia, His Excellency, Mr. Ahmad Zuwairi Yusoff; a lecture on the working of the International Criminal Court by Professor William Burke White of the University of Pennsylvania; a Model United Nations – Student Exchange Program with students at the School of International Relations, Tehrar; and the Government Law College International Law Summit, which is held annually.
SPIL, Mumbai also regularly organises workshops on the basics of international law, which have an overwhelming response from law students across colleges and holds various debates, legal paper presentations and intra-college international law competitions.
Our annual flagship event – International Law Summit comprises Keynote addresses, two novel and unique competitions-Judgment Deliberation (JDC)© and Treaty Appreciation Competition©, Call for Papers – SPIL International Law Journal, and a Panel Discussion.
Our past association with International Law Student Association, Washington DC, Indian Society of International Law, New Delhi, Informa Law, United Kingdoms and Indian National Association of Legal Professionals, New Delhi have bolstered our reputation and attracted participation from renowned law schools worldwide.

About TAC
The Treaty Appreciation Competition©, Mumbai 2024 has been modelled on the procedures of various bodies in the international sphere entrusted with the task of evaluating and appraising the legality, consistency and rationality of treaties, codifications or other legislative documents.
Participants are expected to launch an examination of the Competition Module presented to them, which comprises of a legislation, or a codification, or amendments to the aforementioned. The participants critique the proposition therein and recommend alteration, deletion or additions. The Competition Module for this year revolves around the Aarhus Convention.
TAC aims at mobilising a culture of innovation and problem solving. Previously, bodies such
as the International Law Commission have been chosen as the forum to facilitate this
competition.
The Competition Structure
The competition consists of two rounds: the first a Written Critique Round, and the second, the Deliberation Round. The soft-copies of the Written Critique must be emailed to the organisers within the declared deadlines and the 6 (six) hard copies of the Written Critique must be submitted before the specified deadline, while the Deliberation Round will take place offline at Government Law College on 28 th November 2024.
Eligibility and Participation
- Individuals currently enrolled in any recognised institution/university/college located in Mumbai and its vicinity on a full-time or part-time basis, pursuing either the 3-year LL.B. or the 5-year integrated LL.B. or LL.M. program at the time of the Competition shall be eligible to participate in the Competition.
- Individuals shall participate in teams.
Registrations
Participants must register by filling out the Google Form.

(To be decided on the basis of cumulative scores of the team for the Written Critique, as well

Best Written Critique – INR 5,000/-
(To be awarded on the basis of individual score of the Written Critique)
Best Member – INR 3,000/-
(To be awarded solely on the basis of the score of the Deliberation Round)
Team Requirements
Each team will comprise of Two (2) Participants and will be assigned a Team Code upon registration. All teams must use their assigned Team Codes for identification purposes at all times.
The team may nominate one member for each item on the agenda. Interchanging speaking roles are permitted only at the commencement of discussion on the next item on the agenda.
For instance, Members A and B of the team, can assign speaking roles for themselves for different items on the agenda. Both will not be permitted to speak on the same item on the agenda.
Written Critique
Critiques must be typed and reproduced on white standard A4 paper (21 x 29 ¾ centimetres) except for the cover page, where the use of green colour (#92D050) is mandatory. The formatting guidelines for the Written Critique are given below:
- Font: Times New Roman;
- Font Size: 12 (Except Cover Page) for the Main Body; 10 for the Footnotes;
- Line-spacing: 1.5 for the Main Body; 1 for the Footnotes;
- Alignment: Justified;
- Margins: One inch or two point five four (2.54) centimetres on all sides, excluding
page numbers;
Failure to abide by the abovementioned requirements will lead to deduction in the scoring of
the Written Critiques.
The soft copies of the Written Critiques must be mailed to [email protected] on or before
20 th November 2024 with the subject – “Written Critique – TC [•] | Treaty Appreciation
Competition – Mumbai, 2024”.
6 (Six) hard copies of the Written Critique must be submitted by each Team on the date of the
Competition.
The Deliberation Round of Competition
The Deliberation Rounds of the Deliberation shall take place on 28 th November 2024 at the Government Law College, Mumbai. The Deliberation Rounds will be chaired by Special Rapporteurs, who after a brief introduction of the subject in discussion, will preside over the sessions, which will proceed along the lines of the Agenda. This Agenda will be made available to the participants before the Deliberation Round. There will be an allocation of time for each item on the Agenda.

- Teams may submit formal requests seeking clarification regarding the Competition Module via email to [email protected].
- The deadline for seeking clarification is 15th November 2024 (23:59 IST).
- The clarifications shall be released on 17th November 2024 (23:59 IST).
