The Small Industries Development Bank of India (SIDBI), a premier financial institution dedicated to empowering Micro, Small and Medium Enterprises (MSMEs), is inviting applications for the post of Manager in Grade ‘B’ within its Legal Stream.

Vacancy Details and Emoluments

For the Manager Grade ‘B’ – Legal Stream, there are a total of 8 vacancies. This includes reserved vacancies for various categories, such as 1 UR, 1 SC, 3 OBC (including 2 backlog vacancies), and 3 EWS.

The current pay scale for Manager Grade ‘B’ is 55200 – 2850 (9) – 80850 – EB – 2850 (2) – 86550 – 3300 (4) – 99750 (16 years). The minimum gross emoluments are approximately 1,15,000/- per month**. Please note that this pay scale is presently due for revision. The Cost to Company (CTC) for Officers in Grade ‘B’ ranges from **23.5 lakh to `26 lakh, depending on the place of posting.

Eligibility Criteria (as on cut-off dates):

  1. Nationality/Citizenship: You must primarily be a citizen of India. Other categories like subjects of Nepal/Bhutan, Tibetan refugees, or persons of Indian origin who have migrated from specified countries are also eligible, provided they possess a certificate of eligibility from the Government of India.
  2. Age Limit (as on July 14, 2025): You must be not below 25 years and not exceeding 33 years. This means candidates born not earlier than 14.07.1992 and not later than 15.07.2000 (both days inclusive) are eligible to apply.
    • Age Relaxation: Relaxations are available for:
      • Scheduled Caste/Scheduled Tribe (SC/ST): 5 years
      • Other Backward Classes (Non-creamy layer): 3 years
      • Persons with Benchmark Disabilities (PwBD): 10 years (Unreserved/EWS), 13 years (OBC), 15 years (SC/ST).
      • Ex-servicemen: 5 years
      • Persons affected by 1984 riots: 5 years
      • Permanent employees of SIDBI (Staff Candidates) receive a 5-year relaxation in age, in addition to other applicable relaxations.
  3. Educational Qualification (as on August 11, 2025):
    • You must possess a Bachelor’s degree in law from a recognized University/Institution with a minimum of 50% marks (45% for SC/ST and PwBD candidates, if vacancies are reserved for them).
    • You must be enrolled as an advocate with the Bar Council of India.
    • Desirable: Candidates with a Master’s Degree in Law / Company Secretary (CS) qualification will be preferred. Proficiency in computer applications is also desirable.
  4. Minimum Post-Qualification Work Experience (as on August 11, 2025):
    • You need at least five years’ work experience, post bachelor’s degree in law, as a Law Officer (permanent or on full-time direct contract, not outsourced).
    • This experience must be gained in the Legal Department of:
      • Reserve Bank of India (RBI) or Securities and Exchange Board of India (SEBI).
      • Any All-India Financial Institution (e.g., EXIM Bank, NABARD, NHB, NaBFID, SIDBI).
      • Scheduled Commercial Banks.
      • Central Public Sector Enterprises (CPSEs).
      • NBFCs registered with RBI.
    • Combined experience from these institutions for five years is also acceptable.
    • Desirable: Special knowledge of Banking Law, Company Law, Labour Law, Constitutional Law, Recovery, Insolvency & Bankruptcy Laws, Property and Revenue matters, and experience in drafting pleadings and documents.

How to Apply?

  • Applications are only accepted ONLINE through SIDBI’s website (www.sidbi.in). No other mode of application will be accepted.
  • Key Prerequisites: Before applying, you must scan and upload your passport-sized photograph, signature (in black ink, not capital letters), left thumb impression, and a hand-written declaration (in English). You will also be required to capture and upload a live photograph during registration.
  • Ensure you have a valid personal email ID active throughout the process.
  • You can apply for only one post, and only the latest valid application will be retained if multiple applications are submitted.
  • Once you click “COMPLETE REGISTRATION,” no changes will be possible in the application form, so review carefully.
  • Candidates whose results are awaited are not eligible to apply.

The application fees are non-refundable.

  • SC/ST/PwBD Candidates: `175/- (Intimation Charges only)
  • Others (including OBCs/EWS and General Candidates): `1100/- (Application Fee + Intimation Charges)
  • Staff Candidates (permanent employees of SIDBI): Nil

Selection Procedure

The selection process for Manager Grade ‘B’ (Legal Stream) consists of three stages:

  1. Phase I: Online Screening Examination
    • This is an objective-type exam of 200 marks with a duration of 120 minutes.
    • It comprises seven sections.
    • Qualifying Sections: English Language, Reasoning Aptitude, Quantitative Aptitude, Computer Knowledge.
    • Merit Sections: General Awareness (with special reference to Banking and Financial Sector and Economic and Social Issues), MSMEs: Policy, Regulatory and Legal Framework; Finance and Management (with focus on MSME), and Stream Specific Test (Legal).
    • Shortlisting for Phase II is based on marks scored in the Merit section only.
    • Stream Specific Test (Legal) Syllabus: Includes General Knowledge of Law: Constitutional Law, Administrative Law, Principles of Statutory Interpretation, Contract Act, 1872, Transfer of Property Act, 1882, Negotiable Instruments Act, 1881, Registration Act, 1908, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, Bharatiya Sakshya Adhiniyam, Legal Drafting, RDB Act, 1993, SARFAESI, 2002, RTI Act 2005, Limitation Act, 1963, IBC 2013, etc. This syllabus is indicative, not exhaustive.
    • There is a penalty of 1/4th of the marks assigned for every wrong answer in objective tests.
    • Cut-off marks will be applied at individual test/section level and on the total score.
  2. Phase II: Online Examination
    • This phase consists of two papers, totaling 200 marks.
    • Paper I: English Language (Descriptive).
      • 3 questions, 75 marks, 75 minutes.
      • Includes Essay, Précis writing, Comprehension, and Business/Office Correspondence. Answers must be typed using a keyboard.
    • Paper II: General Knowledge of Law (Objective and Descriptive).
      • Objective Part: 50 questions, 75 marks, 60 minutes.
      • Descriptive Part: 6 questions asked, candidates must attempt 4 questions (2 of 15 marks each and 2 of 10 marks each), 50 marks, 75 minutes. Answers can be typed in English or Hindi.
      • The syllabus for Paper II is the same as the Phase I Legal Stream Specific Test.
    • Penalty for wrong objective answers (1/4th mark deduction) also applies in Phase II.
  3. Phase III: Interview
    • Candidates shortlisted after Phase II will undergo a Psychometric Test (findings may be placed before the interview panel).
    • The Interview is for 100 marks.
    • Interview marks include recognition for notable achievements in extracurricular activities (District/State/National Level), awards/recognition in service, subject to documentary evidence.
    • You can opt for the interview in either Hindi or English.
    • Final selection and ranking will be based on performance in the Phase-II Examination and Interview.

Job Profile: Manager Grade ‘B’ (Legal)

As a Manager in the Legal Stream, you will be expected to independently handle all legal work of the Bank, including but not limited to:

  • Rendering legal opinion on creation and enforcement of security interest/charge on securities, including mortgages and other property-related matters specific to the Banking sector.
  • Handling various court applications, such as DRT Applications, commercial dispute applications, Civil Suits, objections/counter affidavits, Writ Petitions, IBC Application/Objections before NCLT/NCLAT, and Criminal complaints u/s 138 of NI Act. This includes liaisoning with advocates for defending SIDBI’s cases.
  • Managing criminal complaints where applicable, and following up with police/CBI/investigative agencies for recovery matters.
  • Supervising and attending court proceedings in security enforcement cases under SARFAESI/DRT/DRAT/High Court, and handling matters under Insolvency and Bankruptcy Code, 2016, either directly or through advocates.
  • Supervising the sale/disposal of assets charged to the Bank related to loan default recovery.
  • Providing legal advice on policy issues and guidance on any legal matters as desired by SIDBI.
  • Scrutinizing and accepting title investigation reports (TIRs) from advocates for extending credit.
  • Preparing/issuing demand notices, sale notices, auction documents under SARFAESI Act, and drawing Panchnama, inventory etc. for property takeover under SARFAESI Act.
  • Handling takeover of secured assets under SARFAESI, including visiting CMM/DMs office/Tahsildar office/Revenue Office etc..
  • Drafting/Vetting and follow up of Sec.14 Application filed/to be filed for DM/CMM assistance in taking physical possession under SARFAESI Act.
  • Handling references regarding various recovery issues, including IBC matters.
  • Attending Committee of Creditor’s (CoC) meetings as required.
  • Performing any other work assigned by the Bank.
